AFAICT, the logo design was established around Boost 1.33.

That suggests Zoltan "cad" Juhasz is the author of the Boost original logo.

Interestingly, states

The Boost C++ logo is the property of the Boost C++ developers

I guess, Boris Schäling confirmed this with Boost developers for his book,
so that note on collective ownership might be most accurate.
