AFAICT, the logo design was established around Boost 1.33.
Here is related note from the release notes [1]

That suggests Zoltan "cad" Juhasz is the author of the Boost original logo.

I guess, Boris Schäling confirmed this with Boost developers for his book,
so that note on collective ownership might be most accurate.
