We have never mandated a particular documentation tool. And if you are
referring to the Quickbook/Boostbook/Docbook doc chain.. We discourage
their use. And some of us actively steer people away from them and
towards other tools.

As for Cmake.. Some have worked to add Cmake support since _before_
the SC announced that they would like Boost to switch to Cmake. And
it's why we do have Cmake support at this time.
