Python uses sys.argv, which is good enough for me. ARGS could mean any
args, but ARGV means the program args.

My hope was that as soon as we /actually/ caught up to Perforce, we'd
then integrate all of Matt Armstrong's changes wholesale; it's not clear
to me that it would be any easier for us to pick and choose.
