Maybe the best answer would simply break dynamic scoping across module
boundaries. Thus, when changing modules, all settings which didn't
belong to the global module overlaid with the module being entered would
be swapped out. This sort of kills dynamic scoping for ordinary code (a
good thing?) but might require re-thinking the implementation strategy
in order to be efficient. I have a weird feeling that this idea is still
not crispy around the edges.
