Hmm I feel silly for not noticing that. If I search for
<dependency> in all of my boost files, these are the only ones that
have it.

libs\graph\build\Jamfile.v2
tools\build\test\dependency_test.py
tools\build\test\railsys\program\Jamfile

If I pull libs\graph\build\Jamfile.v2 from CVS everything works. I
didn't realize I was doing anything that depended on the BGL :)
