Some one does. Sometimes the release manager, other times the individual 
developers. Ideally there would be nothing to merge back since changes 
are supposed to be done to HEAD first and merged to the RC branch. But 
this a patch release so it gets much harder to do that.

Me personally, no. Usually it's the person doing the testing, i.e. you, 
that does that.
