It's generated from 
$BOOST_ROOT/tools/regression/xsl_reports/runner/instructions.rst
using Docutils (http://docutils.sourceforge.net/).

Rewrite is not necessary, it just needs to be regenerated using 
$BOOST_ROOT/rst.css stylesheet.
