It's not just meta-comm, and it strangely isolated to specific toolsets.

shows the same errors for:
* Huang-WinXP-x64_32, msvc-8.0
* metacomm2, msvc-7.0
* metacomm2, cw-8.3
The paths to the python files look fine in the output. So I'm lost as to
what could be wrong since the same tests pass for the other toolsets in
those two testers.
Is there any other reason that Python would complain about a missing file?
