You need to set the variables documented here: 
http://www.boost.org/tools/build/v1/intel-win32-tools.html (or follow the 
link from the intel-win32 entry in the getting started guide).

At the very least you need to set INTEL_PATH, and you may need to set 
INTEL_BASE_MSVC_TOOLSET if you have more than one MSVC install on your 
system (both 6 and 7 for example).
