[boost] Win32 regressions on main trunk updated

The preprocessor lib is failing due to a directory issue; I've emailed Paul 
separately in case he misses this.

There are other new failures; see the diff:

Please note the Borland has kindly contributed a copy of C++ Builder, so we 
are now running on a more recent version of their compiler. There are still 
a couple of patches that need to be applied; I'm putting off the 22 meg 
download for the moment.

I'd like to start running the Win32 automatically every day.  Still a 
couple of issues to clear, however.
