I think the box is already checked, since there is an existing policy.
And I agree that we could make it more visible, especially at the
moment when someone signs up for the list. The design of this signup
page is from 1999:

Perhaps there could be an official mailing list post, coinciding with
the release (maybe even incorporated into the release post) which
reminds subscribers with a link to the policy and maybe some reporting
on forum activity such as the number of new posts, number of new
subscribers, etc... since the previous release.
For reference, the C++ Alliance intentionally avoids using the term
"Code of Conduct" as it has unfortunate political overtones, intended
or otherwise. Instead we use the term "Acceptable Use Policy" as can
be seen here:
