I am done with changes on the RC_1_28_0 branch, and have notified Beman
that he can go ahead with the release. Congratulations on your excellent
work, everyone!

Now we have to merge the RC_1_28_0 branch changes back into the main trunk
(fun, fun!) If you do anything on this front, please be sure you remember
to tag the branch revision you merged.
